as i mentioned we have not just a new two-year session, but a real historical moment in sacramento with two-thirds democrats, as well as a democratic governor. it's an opportunity that the majority party is mindful of not squandering and with regards to initiatives that we'll see this year, i think the vlf is something that is being talked about as another opportunity for transportation funding at the state level, something that previous administrations have not wanted to look at in terms of bringing that state vehicle license fee back up to historical levels. if that happens, i think we in san francisco have to be mindful that we uniquely already have that authority and to the extent that the state chooses to embrace that authority, where do we stand? since conversations are underway in san francisco about how to spend our own vlf, i think we need to take a strategic, somewhat defensive position to make sure that we don't lose that to the state's interest, valid as it is, to invest at the state level. the governor released his budget, which most of you know, just recently. it's pr

would like to speak to for just a minute -- this originates in sacramento, but the fact that the medical budget cuts meant that people no longer get dental care, incontinence supplies is not paid for. this is creating a horrible situation for a lot of people that cannot afford dental care. there is very few avenue to get anything done besides getting a tooth pulled on an emergency basis. so those are quality of life issues. the last thing i would like to speak to is just asking us to address the question of who gets left out of the information loop? i was struck by some of the recent community meetings that were sponsored around the changes that were talked about megan elliot. at both senior sites we had probably 300 people who came to hear about that. and then i'm thinking well who got left out of that and who maybe didn't hear about that? because there is an existing network of senior centers and senior housing where a lot of information gets communicates, but i think sometimes we tend to keep connecting to the same people who already have a connection. and that i thi

and so wish key be with you today but i'm attending to my legislative duties in sacramento. council, i thank you for your interest in criminal justice and all your energies and efforts on its behalf. we know this is an issue that is of great importance to the state of california and to the nation. of course we have the opportunity to yet again lead the way here in california. we're offering a bill this year, s.b.-1506 which would redefine the crime of simple possession of a drug from felony to misdemeanor. there are 13 other states, and the federal government which already do this and in the 13 other states, we have the data that shows that we get better results, better outcomes, meaning safer communities, and surprisingly the states include not only the large eastern states of pennsylvania and new york, but also states like mississippi, south carolina, west virginia, wyoming, iowa, all of which use this mid deem charge rather than felony. and what we find in these 13 other states is that there are higher rates of drug treatment participation, lower rates of drug use, and even slightly

their money to work right now. investment officer joe deer joins me on fox business from sacramento, calif.. i wanted to ask you, your portfolio at this point is approaching 2007 highs. what do you attribute the rise to in particular leading up to the end of 2012? >> we have come back a long way by keeping to our long-term strategic portfolio allocation. have of our money is in equity, 15% in private equity, 17 fixed-income and real-estate exposure hedge funds and from the global financial crisis we face that allocation, as the markets came back so that our portfolio. cheryl: we're looking at a pie chart for your investments are, a big chunk, public equity income in green, 10%, real-estate, are you focused more on california real-estate market, are you spreading more across the country, internationally, where is that piece of pie for you? >> the real-estate portfolio which was a big source of trouble in the financial crisis has helped improve our return. real-estate gave us a 15% return in the past year. we are moving our portfolio strategy in real estate from a growth orientation to an income
